The Town of Scarsdale, NY has the distinction of operating solely on a village government, even though the Village of Scarsdale does not encompass the entire town. It selects its Board of Trustees in a nonpartisan manner. According to the Scarsdale Citizens’ Non-Partisan Party, this manner “encourages cooperative, deliberative, and open civic government to attract highly qualified individuals to public service.”
